Modern Water Wheel Hydro Electric Generators

Wind turbines have developed and grown significantly over the years, yet the waterwheels that started the industrial revolution have remained relatively unchanged ever since their conception.
I'm proposing using modern Ferris wheel designs to employ the river currents of the world to generate hydro-electric power on an industrial scale. Imagine if all the giant wind turbines were place at the rivers' edges and geared to put out full power 24/7 using large paddle wheels instead of propellers. Water wheels have a greater annual output and a steady output rather than surges like wind or solar power, making much more grid friendly power generation without building dams or disrupting migrating birds.
We can even disguise multi-wheel pontoon systems as old riverboats exposing only the last wheel in a series of ten or more. Anchoring these in rivers around the world, these machines can make a dramatic reduction in greenhouse gasses and pay for themselves much faster than any wind or solar power system.
I am ready and willing to work with anyone smart enough to invest in this most practical of sustainable energy sources.
